Nice background! And I really like your sound effects. :O
The tail of the bubble in the last panel is a little jarring though, since it’s straight while the wind lines are so nice and curvy. Maybe make the tail curved too?
I think making it curved would negate how harsh the words in the balloons are. I tend to use straight tails for harsh or sharp dialogue, and curved tails for softer.
I think the straight tail works best. Curving balloon-tails makes me think the the dialouge is slow or delivered in a meandering way. With such a strong expressions as “FUCK” I think a deliberate, strong, straight tail is the way to go.
I think it’s a bit odd that, with the wind picking up, that none of the debris that litters the sides of the sidewalk moved at all. It just makes the picture feel very static, as the litter doesn’t even shift between panels 2 and 3.

I’d worry if the balloon tail was curved it would blend in too closely with the wind lines.
